CSS Naked Day for PayPal?

I guess someone made a mistake and deleted PayPal’s CSS file, as this is what I’m getting when trying to access the website in any browser:

    I think this is due to your slow internet speed.
    It happens some time when the internet is slow.
    It is not a bug or any thing else according to my view.

    Trust me my internet speed is OK :) This happened on any browser for about 10 minutes…then they fixed it.
